It's locked from the outside, before you ask. If you somehow managed to get into this section (which is pretty hard to do). A scanner is required to unlocked this room, but you're unsure what the scanner checks for.
Regardless, once you get inside... it's not too bad. It's plain, really - nothing about it stands out too much. The walls are made out of steel, one corner has a shelf filled with an assortment of books and files, and near it is a desk with a computer and a chair on it, presumably for Talia.
On the other side of the room is a screen (made by Takimura Technologies, of course!) that shows a display of every single room (bathrooms withstanding, thankfully). They have full color and sound and are of high quality, so presumably, Talia can see everything from here.
Except she really doesn't. An AI system takes care of most of the heavy lifting and tells her when there's an actual murder going on. But it's nice to be able to view anyone anyways, you know?
